I used PSP X but you can use any version

Supplies:
Tube of your choice. I am using the artwork of Ted Hammond. You can get this image and a license at CILM

Scrap Kit- Love Is In The Air by Clarey. You can get this kit and her other kits at Clarey Designz

Mask of your choice. I am using one by Vix. You can get her masks at Vix PSP

Image of your choice. I am using one by stock xchng.

Font of your choice.

Plugin - Photoeffex scanlines

Lets Begin:

Open the heart frame and duplicate and close the original.
Open a new canvas that is large enough for you to work on.
You can always crop and resize at the end.
Copy the heart frame and paste as a new layer onto your working canvas.
Using a heart preset shape draw out a heart that is just a bit larger than the frame. Leave it a vector layer.
Using a font of your choice and setting it to floating type put some text on the curves of the heart you just drew.
Promote your text to a layer and delete the heart layer that you drew.
Using your magic wand select the inside of the heart and go to selections modify and expand by 3.
Open a paper of your choice and copy and paste as a new layer and drag under the frame.
Selections invert and hit delete.
Selections invert again.
Layers new raster layer and drag under your frame but on top of the paper layer.
Open your image and copy and paste into selection.
Selections select none.
Change the properties of your image layer to luminance legacy.
Duplicate and apply the plugin photo effex scanlines to the top copy.
Open your tube and copy and paste as a new layer and position where you want.
Add a drop shadow.
Open the cupcake and resize and copy and paste as a new layer.
Open one of the rosebuds and copy and paste as a new layer and duplicate and place randomly on the frame.
Open a paper of your choice and drag to the bottom.
Apply the mask of your choice.
Add your name.
Add your copyright information.
Crop and save.
